Under the auspices of the US – Russia Presidential Commission on September 29th, 2013, the USRCC hosted a visit to Texas of the Legal Scholars from Lomonosov Moscow State University (MGU), Moscow State Juridical University and Urals State Juridical Academy.

Kutafin; Belykh Vladimir, Doctor of Juridical Sciences, Professor, Chair of Department of the Urals State Juridical Academy; Trantin Alexander, Moscow State University, post graduate; and Belykh Dmitry, Deputy Director of the Eurasia Research Center for Comparative and International Entrepreneurship Law, Ural State Law Academy, Yekaterinburg, and Andrew Pidgirsky, USRCC Chairman, meeting with Jacqueline L. USRCC’s Energy Trade Mission to Moscow

The U.S.-Russia Chamber of Commerce (USRCC), in partnership with the U.S. Department of Energy (DOE) organized an Energy Trade Mission on November 18 – 22, 2013 under the auspices of the U.S.-Russia Bilateral Presidential Commission’s Energy Working Group.

Leading the trade mission delegation were Andrew Pidgirsky, Chairman of the USRCC, and the USRCC Executive Director, Daria Westerfield. While in Moscow, the participants met, in pre-arranged, intimate meetings, with representatives from a wide range of companies and governmental organizations. Conversations with the U.S. Department of Energy and the U.S. Department of Commerce at the American Embassy filled the first day. During the following days, participants met with CEOs, Vice Presidents, and other distinguished officials of well known, multinational Russia-based companies. These companies included: TMK, Lukoil, Rosneft, GazpromNeft, Shell Exploration and Production Services (RF), Eurasia Drilling Company, Russneft, Bashneft, Rusperto, BPC Engineering and ILF Engineering. These meetings with Russian company officials were productive in opening dialogue for future business opportunities for all participants concerned. And, these meetings not only benefited the current trade mission participants but also laid a foundation for future trade missions for USRCC members.

In addition to the high-level meetings, participants also visited the opening day of Moscow’s Annual International Energy Efficiency and Energy Conservation Forum. Evenings were an opportunity to relax, explore Moscow’s night life, and enjoy “Russian culture” through authentic culinary experiences only available in Moscow.

The success of this trade mission cannot be understated. Through its wide range of contacts and experience, the USRCC again gained access to important, multinational Russian company decision makers in Moscow. This 2013 trade mission accomplishment will only enhance the USRCC’s dedication to excellence in these matters; and the Chamber is already developing plans for another such mission in 2014. Given the extremely positive feedback from the participants for this trip, we are excited about the possibilities in 2014. We believe it will be an opportunity you will not want to miss. Coffee with Consuls

Coffee with Consuls

On May 16, 2013, USRCC Chairman Andrew Pidgirsky was invited to participate in the Greater Houston Partnership’s “Coffee with the Consuls” series. The goal of the breakfast was to discuss what companies need to know if they are doing or want to do business with Russia.

Mr. Pidgirsky was honored to represent the USRCC on such a distinguished panel, featuring the Honorable Alexander Konstantinovich Zakharov, Consul General of the Russian Federation in Houston and Ms. Beth Williams, President or TechTrans International. Mr. Russ Capper, host of the BusinessMakers Show, moderated the panel.

The Houston/Galveston Customs District (“Houston”) ranks as Russia’s largest U.S. gateway for international trade. Russia ranks as Houston’s eighth largest international trade partner. The aim of the breakfast was to expand participants’ interests into one of Houston’s largest international trading partners.

The 4th Annual Welcome Reception Honoring the Russian and CIS Delegations to the Offshore Technology Conference 2013

USRCC had the honor of once again hosting its annual welcome reception for the Russian and CIS Delegations to the Offshore Technology Conference and Exhibition (OTC) on May 7, 2013 at Hotel ZaZa. More than 200 people came to welcome the delegations to Houston.

In addition to hosting the Welcome Reception, USRCC gave a presentation during the Russia & CIS Oil and Gas Procurement Seminar on “How the USRCC Can Facilitate Doing Business in Russia. The seminar discussed not only the tremendous potential Russia has to offer, but also how to successfully maneuver the Russian market.

OTC is the world’s largest oil & gas show, annually attracting over 80,000 attendees and 2,500 exhibiting companies, representing over 110 countries. Held in Houston’s Reliant Park, OTC 2013 boasted the show’s second-highest attendance in its history, with 104,800 attendees. To learn more about OTC 2013, visit their website.

“After the Reset” Seminar

On February 13, 2013, USRCC, in partnership with the U.S. Commercial Service, held a half-day Seminar on “After the Reset–A New Era in U.S.-Russian Business Relations.” Held in the Mickey Leland Federal Building in Downtown Houston, the seminar highlighted various resources, events, and individual experiences to assist those wanting to do business in Russia.

USRCC’s Chairman, Mr. Andrew Pidgirsky, gave an overview on doing business with Russia, while then-Executive Director, Ms. Christine Buzzard, presented on “Potential Trade/Business Development Delegation to Russia in 2013.” Notable speakers at the seminar included: Ms. Danieele Caltabiano of the U.S. Commercial Service, Houston; Mr. Duaine Priestley of Priestley International Consulting; Mr. Christopher Van Reit, Managing Director of Radius Group; Mr. Kevin Brown, Co-Chairman of the Board, Intercomp Global Services; Mr. Meril Markley, International Tax Principal, UHY Advisors TX, LLC; Mr. Carlos Guerrero, Texas Department of Agriculture. Welcome remarks were given by Mr. Steve Recobs, Director of the U.S. Commercial Service, Houston, and The Honorable Alexander Zakharov, Consul General of the Russian Federation in Houston.

With Russia’s recent accession to the World Trade Organization (WTO), USRCC believes now is an opportune time to learn more about how to do business with Russia successfully. Russia is the world’s 11th largest economy and has the highest per capita GDP of the BRIC (Brazil, Russia, India and China) countries. It has ambitious plans for growth in the short-term and bilateral trade between the U.S. and Russia is continuously growing. There are more than 400 Houston companies doing business in Russia, and Houston is responsible for 25 percent of overall U.S.-Russia trade. Energy continues to be an area of mutual interest, but there are a number of other sectors of common interest, including agriculture, chemicals, IT, medical, and metals, to name a few.

Russia Day Business Forum & Gala in partnership with Chicago Sister Cities

The USRCC staff and members traveled to Chicago on June 13, 2013 to participate in the 3rd Annual Business Forum and Gala dedicated to the Russia National Day. The Russia Day celebration in Chicago is exceptional, in that it is the only Russian National Day celebration organized by a non-governmental body in the United States. USRCC partnered with the Moscow Committee of Chicago Sister Cities International to organize the events, held at Chicago’s historic Drake Hotel. Ms. Aleksandra Efimova, founder of Russian Pointe, and Mr. Piotr Galitzine, chairman of TMK IPSCO, chair the Moscow Committee of Chicago Sister Cities International.

For the past three years, the Russian-American Business Forum has served as one of the premier business events for information and networking with Chicago’s Russian community. This year, the keynote address was given by Ambassador Kislyak, and other speakers included Mikhail Kalugin, Head of the Economic Department of the Russian Embassy; Rinat M. Dosmukhamedov, Russian Trade Representative in the United States and Minister Counselor; and Piotr Galitzine, chairman of TMK IPSCO. The aim of the Business Forum was to increase participants’ understandings of trade and investment opportunities between Russia and the U.S., introduce and provide resources to support business expansion, and offer unique networking opportunities with industry leaders. Presenters included BayRu, Ambitech Generation, and NLMK.

A black tie gala was held later that evening to honor His Excellency Sergey I. Kislyak, Ambassador of the Russian Federation to the United States. The gala include a sit-down dinner, as well as official speeches from Russian and American dignitaries and a cultural program featuring opera, ballet and choir performances.

Trade Mission to the Russian Federation

The USRCC and The City of Houston’s official visit to Moscow, August 26-30, included meetings with The City of Moscow, Ministry of Energy of the Russian Federation, RSPP, ROSCOSMOS, Lukoil, Novatek, TMK, GazpromNeft, Shell Russia. During the Trade Mission, the delegation visited the MAKS Show Official Opening, held at Zhukovsky Airfield in Moscow. The

City of Houston also enjoyed cultural events during their visit to Moscow, including a visit to the opera “La Traviata” at Novaya Opera Theatre.

Most notably, the Houston Delegation met with several of Russia’s leading businessmen and politicians, including: Mr. Chris Van Reit, Managing Director of Radius Group; Mr. Oliver Lazare, Vice President of Shell Russia; Mr. Illiya Borisovich Galkin, Head of the Ministry of Energy’s International Department; Mr. Oleg Frolov, Senior Deputy Head of ROSCOSMOS; Mr. A.V. Sharonov, Acting Deputy Mayor of Moscow in the Moscow Government of Economic Policy; Mr. Vladimir Korobkin and Mr. Sergey Vakulenko, Heads of the GazpromNeft’s Strategic Planning Department; Mr. Alexander Shiriyav, CEO of TMK; Mr. Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs (RSPP) Committee Members; Mr. Gati S. Al-Jebouri, Senior Vice President of Lukoil Overseas; Mr. Robert Gruman, Head of Russia Advisory Service for PricewaterhouseCoopers (PwC); and Mr. Sergey Kravchenko, President of Boeing Russia.

The City of Houston was represented by the Deputy Mayor of Houston and Chief Development Officer, Mr. Andy Icken, and Special Assistant to the Mayor, International Trade and Development, Mr. Matthew Shailer. USRCC was represented by Chairman Mr. Andrew Pidgirsky and Executive Director Mrs. Daria Westerfield.

Ministerial Speaker Series: Business Roundtable with Mr. Anton Inyutsyn, Deputy Minister of Energy of the Russian Federation

USRCC was pleased to host a welcome breakfast honoring Mr. Anton Inyutsyn, Deputy Minister of Energy of the Russian Federation, and his delegation on May 24, 2013. The breakfast was held at the Granduca Hotel.

During Mr. Inyutsyn’s visit to Houston, the Deputy Minister and his delegation also toured ExxonMobil’s Upstream Research Company, Baker Hughes’ Center for technology Innovation, Shell’s Technology Center, and TMK IPSCO’s Research and Development Facility.

Appointed Deputy Minister of Energy in July 2012, Mr. Inyutsyn is responsible for issues related to energy saving and energy efficiency enhancement. He supervises the information policy of the Ministry, including promotion of energy projects in Russia and abroad. Before his appointment, Mr. Inyutsyn worked in the State Duma. Beginning in 2008, Mr. Inyutsyn was the head of the division for the preparation of the Prime Minister’s speech in the Russian Government’s Executive Office, and in early 2012, he became the director of the department in the Presidential Executive Office. Prior to his work in government, Mr. Inyutsyn received his PhD in law from the Moscow University of the Ministry of Interior.

Invest in Russia Regions: Welcome Breakfast Honoring Mr. Rustem Khamitov, President of Bashkortostan

On July 22, 2013 USRCC welcomed a delegation of top government officials and business leaders from Bashkortostan, headed by President Rustem Khamitov. Rustem Khamitov became Bashkortostan’s second president on July 19, 2010. Prior to his nomination as president of the Republic of Bashkortostan, Khamitov was director of the state agency of water resources (2004-2006), and he managed Russia’s state-owned hydroelectric power company RusHydro (2009 to 2010).

During the breakfast, organized by the USRCC, and attended by over 120 business leaders and government officials of Texas, President Khamitov introduced his audience to Bashkortostan’s rich history and culture, developed infrastructure, vast natural resources, and economic impact on Russia and around the world. Specifically, he discussed Bashkortostan’s favorable investment climate, participation in the world economy, and economic growth in a variety of fields.

The Republic of Bashkortostan is the largest member of the Russian Federation, with a population of 4.1 million. Located between the Volga River and the Ural Mountains, Bashkortostan is one of the most developed regions of Russia in terms of its gross regional output, volume of industrial production, agricultural production,and investment in fixed assets.

USRCC’s newly launched “Senior Business Executive Speaker Series” features senior-level executives and company owners from the U.S. and Russia, who have significant experience in the Russian market from across a variety of industries. Their experiences provide insight for U.S. companies who have been or are planning to do business in Russia, with key advice on what it takes to succeed in Russia.

The Chamber had the pleasure of inviting Dr. Vladimir Kultchitsky, the Founder and Chairman of Progresstech Group, to be our first speaker of the series. During the luncheon, Dr. Kultchitsky shared his unique experience as an entrepreneur in the Houston business community. From its modest beginnings with four employees in 1991, Progresstech now consists of ten companies with over 1,200 engineers supporting worldwide operations. Headquartered in Moscow, Russia, Progresstech is one of region’s fastest growing technology companies, providing engineering services to the aerospace and aviation transport industries. Progresstech continues on the path of rapid international expansion with offices in Moscow, St. Petersburg, Dubna, Kiev (Ukraine), Yerevan (Armenia), Houston, TX, and Wichita, KS, USA.
